Telecom regulation must respect media needs

The EBU has submitted its response to the European Commission consultation on its White Paper on "How to master Europe’s digital infrastructure needs?"
This consultation may be one of the first steps towards the European Commission report on the European Electronic Communications Code (EECC) – due for the end of 2025 – which may very well recommend a revision of the existing Code. This text contains essential rules for public service media, notably on spectrum management, must carry and radio in cars.
With this response, the EBU therefore recalls key points for public service media, and especially
- shows how public service media deal with their distribution,
- opposes a network access fee or mechanism leading to similar results,
- defends current well working EU level exceptions, rules and working practices on spectrum management,
- puts forward key points for radio in cars and
- outlines EBU Members’ actions and suggestions regarding sustainable practices in a digital world.
It is crucial that the European Electronic Communications Code still enables EU people’s direct and free-at-the-point-of-consumption access to public service media / media / services of general interest.
