Emergency broadcasting: the indispensable role of radio

A new report from the EBU on radio in crisis situations highlights the indispensable role of terrestrial radio, such as FM and DAB+ technologies, in maintaining communication continuity during these extreme situations. Unlike other networks prone to failure during crises like war or natural disasters, terrestrial radio has consistently shown resilience.
Matthieu Rawolle, Senior Media Analyst for the EBU Media Intelligence Service, presented key findings from the report at today’s Radio Assembly in Geneva. He emphasized that terrestrial radio distribution is not only robust but also a crucial lifeline during crises, and that investment in this infrastructure is imperative as it serves as a key pillar for societies during emergencies.
Matthieu said: "In the face of increasing global challenges and evolving emergency situations, prioritizing the reinforcement of public service media radio and the enhancement of terrestrial radio infrastructure is critical. These measures are fundamental to ensuring communication resilience and preserving public trust during times of need, offering vital support to communities worldwide."
Findings saw public service media (PSM) radio emerge as a cornerstone during crises, with research showing that 90%* of European countries surveyed viewed PSM news as the most trusted source for news. Examples from events like Australia's bushfires and France's COVID-19 pandemic demonstrate PSM radio's credibility and expertise.
The report also highlighted the extensive PSM radio network, broadcasting in 125 languages, showcasing its unparalleled reach and influence. Efforts to standardize and promote the use of radio using terrestrial networks especially in vehicles, were emphasized, along with the importance of raising awareness about emergency kits containing battery-powered radios.
Innovations using the DAB+ technology were also flagged as offering advanced emergency warning capabilities that warrant further exploration for broader implementation. However, radio's significance extends beyond alert messages; it remains the most trusted media source, offering companionship and vital information during prolonged crises.

We must ensure its continued presence on new devices, as it has often been taken for granted. This report shows the importance of maintaining accessibility to radio on emerging technologies, as it remains indispensable in diverse situations."
